WHAT?
“EDUSI Transforma-Castelló” is the integrated sustainable urban development strategy for the urban area of Castelló de la Plana co-financed through the ERDF Operational Programme for sustainable growth 2014-2020.
It is the tool by which the European Union wants to respond to the problems facing the city. The strategy identifies five urban challenges (economic, environmental, climate, demographic and social) that are addressed through the operations included in the EDUSI and that can be grouped into four thematic objectives (OT in its Spanish acronym):
- OT2.Enhancing access to, and use and quality of information and communication technologies (ICT).
- OT4. Supporting the shift towards a low-carbon economy in all sectors.
- OT6.Preserving and protecting the environment and promoting resource efficiency.
- 0T9. Promoting social inclusion, combating poverty and any discrimination.
The City Council of Castelló de la Plana approved the EDUSI and the presentation for the aid application in the Local Government Board in 2016. That is, a budget of 20,200,00 euros distributed as follows: 10,100,000 euros (50%) of ERDF support and 10,100,000 euros (50%) of municipal contribution.
WHERE?
The Integrated Sustainable Urban Development Strategy “EDUSI Transforma Castelló” focuses on the urban area of Castelló de la Plana, the capital of the province of Castelló.
WHO?
The City Council of Castelló has been designated as Intermediate Body, which enables it to initiate the necessary administrative procedures for the selection of operations and the implementation of the projects that make the strategy “EDUSI Transforma-Castelló” possible.
The EDUSI Management Unit of the Castelló City Council is in charge of coordinating the implementation of the strategy’s operations and ensuring compliance with the requirements demanded by Europe.
WHEN?
t is foreseen to implement the different “EDUSI Transforma-Castelló” operations during the 2018-2020 period.
HOW?
The implementation of the “EDUSI Transforma-Castelló” operations follows a methodological framework that includes the following requirements and criteria to be assumed by the Management Unit:
- Plan for financing and providing human resources
- Plan for citizen participation to supplement the technical analysis
- Plan for information and transparency
- Evaluation system using indicators of functioning and productivity
- Implementing the horizontal principles and cross-cutting objectives
- Equal opportunities between women and men and non-discrimination
- Sustainable development, social innovation and economic sustainability
- Accessibility
- Climate change adaptation and mitigation
